Antisipasi Bencana dalam Kebijakan Tentang Air[1]

Sebuah Telaah Gerakan Rakyat Menentang Keluarnya Kebijakan Kenaikan Tarif PDAM

ABSTRACT

Public policy making concerning water which is non-participatory immediately resulted on the resistance of water users in Salatiga. The policy of PDAM (Perusahaan Daerah Air Minum – Local State Water Government) which was established in such a way potentially leads to governance disaster in terms of water governance, politics, participation, accountability, and transparency. It has to be balanced with policy advocation which principally should start with the building of awareness and empowerment of the water users, government aparatus, and political power community as well as the Civil Society Organisation community itself. The balance of the state aparatuses, the power of the water users community, and the political power community is necessary for the interrelatedness imperative for water governance. The praxis of the advocation necessarily involves all possible power of different elements which has to be materialized into political system, laws, regulation, institutions, financial mechanism, and water users community development, and users’s rights. One of the ways of the advocation is through social movement. The attempt to anticipate governmental disaster above will in its turn be sustainable through the establishment of deliberative democracy in water governance, which will be indicated by participation, accountability, and transparency. Pengantar

Terbitnya SK Peraturan Walikota (Perwali) No 36/2006 2006 ternyata mengundang pro dan kontra. Argumentasi pro kenaikan tarif adalah bahwa demi karena penyesuaian kemahalan. Pihak yang kontra berargumentasi bahwa kenaikan lebih dari 100 persen merupakan sebuah kebijakan yang menyesakkan komunitas pelanggan. Dalam perjalanan waktu, ternyata kebijakan ini semakin mengundang perhatian dari kalangan aktivis partai, mahasiswa dan kalangan LSM (Lembaga Swadaya Masyarakat), akademisi, (more…)
